Construction and Practical Exploration of an Emergency Response System for Animals of Unknown Cause of Death in Public Places in Shenzhen

深圳市公共场所不明原因死亡动物应急处置体系的构建与实践探索

Abstract: This study systematically assessed cases involving the disposal of animals that died from unknown causes in public areas of Shenzhen during 2024. Utilizing resources from the Shenzhen Inspection and Testing Centre for Agricultural Product Quality and Safety and a network of 36 partner pet hospitals,an integrated emergency management system was established and implemented,comprising four key components:rapid response,professional diagnosis,safe disposal,and public education. During 2024,the project managed 43 incidents,leading to the safe disposal of 47 animal carcasses. A collaborative network of 36 designated pet hospitals was established across threeadministrative districts was established. Among the animals processed,felines constituted the majority,accounting for 57.45%(n=27/47). The primary cause of death was identified as environmentally induced stress,with no major infectious diseases detected in t laboratory analyses. Nanshan District recorded the highest number of incidents (65.12%,n=28/43),followed by Futian District. Incidents during the high?temperature season(July?September) accounted for 46.5% of the total,a proportion significantly higher than in other seasons. The system demonstrated t effective control the average emergency response time within 30 minutes(23.4±4.2)min and significantly reduced carcass exposure time(<0.8 h),thereby mitigating zoonotic disease transmission risks. By integrating multi?agency collaboration,standardized operating procedures,and public engagement mechanisms,the project provides a replicable model for public health risk prevention and control in t megacities.

摘要: 该研究通过系统分析深圳市2024年度公共场所不明原因死亡动物处置案例,依托 深圳市农产品质量安全检验检测中心和36家宠物医院,构建并实践了“快速响应?专业诊断?安 全处置?公众教育”四位一体的应急管理体系网络。数据分析显示:2024年度项目累计处置事件 43起,无害化处理动物尸体47具,同时建立了覆盖3个行政区的36家定点医院协作网络;被处 理动物中猫科动物占比57.45%(27/47);死亡原因主要为环境应激性死亡,未检出重大疫病阳 性样本;南山区事件发生率最高(65.12%,28/43),其次是福田区;季节分布上7-9月事件占比 46.5%,显著高于其他季度。研究表明,该体系可将平均应急响应时间控制在30 min(23.4± 4.2)min内,有效缩短动物尸体暴露时间(<0.8 h),从而降低人畜共患病传播风险。项目通过 多机构协作机制、标准化操作流程和公众参与体系的整合,为超大城市公共卫生安全管理提供 了可复制的潜在风险防控模型。
